Information and communication components of diplomatic missions’ work

Abstract

The urgency of the topic of research is determined by global trends in the development of world politics in general and the algorithm of forming the national security model of Ukraine in the context of hybrid warfare
with Russia in particular. In this process, the authors of the article study the information and communication tools of influence. The article analyzes the modern information and communication technologies and their impact on the system of international relations and the state`s foreign policy and political actors. The role of the Internet as the factor of forming national and international security is highlighted. It’s underscored that the impact of information and communication technologies on contemporary international relations has increased, especially in the context of the hybrid war of Russia against Ukraine. Taking into consideration that information is a collection of data about inner and external conditions of a system that is used for estimation of a situation and decisions (it is not just about economic information or information that concerns the defense strategy of the state, but also scientific, technical,  political, social and humanitarian information, etc.), then the information, its completeness, authenticity, timeliness and accuracy determine the strength of the country, its international potential. In contrast to the social pyramid, which has a broad basis, which is gradually narrowing down and ending with the head of state, the information pyramid has an inverted form – the most informed social strata and management structures have access to a wide range of information when making important government management decisions. This pattern is typical for the diplomatic service. The young diplomat is undergoing his or her first information training in the relevant department of the central bodies of the Ministry of Foreign Affairs, where all the necessary conditions, technical means and source base for this are there. Studying the information and communication components of the work of diplomatic missions, the authors of the article focus on the information component of state security, the securitization of the global information space, the threat of militarization of the information space without the development of rules governing the conduct of States in the field of international information security.
